As you’ve noticed, we’ve been taking it easy here at the Yokel lately. The council functions pretty well and there aren’t any local elections for a spell. Last week we jumped back into the fray with Blaine’s LTE because we know what’s up with all that!Now we feel compelled to come back because the last part of Tuesday night’s meeting was a real
The tone was not well set by the Frederick Conservative Club (you know the group that splintered from the Frederick Republicans because their candidate didn’t win the primary), and folks we are so sorry to have to show you this exchange. Kirby makes an appearance (hasn’t changed a bit!) and it’s a real shame how people have fallen into Donald Trump’s fear-mongering and mischaracterization of immigrants who are desperate to come here to make a better life for themselves. Really shows a lack of empathy. There is one hero in the mix.
We know Sparky, it’s appalling.
We know some members of this group were in attendance last night because there’s an odd 3 minute video on their Facebook page inviting people to come down. A lady speaks for about 15 seconds, then there’s someone in the background talking about the police presence, while the person holding the phone is recording those who have shown up. The most recent post on their Facebook page is what they probably think is a real coup de gras to the Frederick County Republicans, but in reality just makes them look like a rejected boyfriend trying not to care that he just got dumped:

Now back to the meeting. There was no official notice on the agenda for discussion of the 287g program, however it was understood by all that the public comment time at the end of the meeting would be used for people to discuss their feelings on the issue. FULL DISCLOSURE: we are not fans of this program and feel as though it doesn’t need to be implemented in our fine county. (Especially by our High Sheriff, but more on that later.) However, we feel what M.C. said at the beginning of the comment time was 100% correct. The council is powerless on this issue. The Frederick County Sheriff’s Office is an independent branch of the government with its own elected official who is in charge of that department. Cutting off money would not matter as the county does not fund this program. M.C.’s comment brought forth a lot of anger from some fine speakers last night, but folks, we need to operate in the realm of reality. Calling the council members (many whom are probably very friendly to your cause) cowards, weak, and other colorful adjectives is not helpful. I mean it’s bad enough they had to listen to the pro 287g people say things like: “The first pretense of the topic”, aligning disagreement to this program to support of the Confederates, and outrage that anyone would liken the pictures found in this articleto a concentration camp. That is enough to deal with. The Sheriff is the one that needs to be confronted, and yes he canceled the meeting and he shouldn’t have, but that doesn’t mean you go out and vent your frustration on people who can’t do anything about the situation.
So, what can be done? Three things. First, keep making your displeasure known to the Sheriff. He obviously hasn’t been doing that great of a job with this program because he just got hit with a lawsuit accusing his department of racial profilingAND was found guilty in Federal Court after his department violated the civil rights of a Salvadoran immigrant.Which may put him in violation of the Memorandum of Agreementhe signed with ICE that states he cannot violate people’s Civil Rights according to Federal Law!
Secondly, we can change our form of government by referendum to make the Sheriff’s office come under the purview of the County Executive and the council. And thirdly, we can work hard to elect a new sheriff who would eliminate our county’s participation in this program.
And folks posting comments on public posts on Facebook, please remember that we can all see you.
Do you remember back in 2016 when rumors were flying that Blaine had his eyes on the City of Frederick mayoral office? We shot down this ridiculousness in two posts, one explaining the Scientific Methodto Mr. Young, and the other making him aware that the Electoral College does not exist here in Olde Fredericktowne! Alas, he did not get the message. In today’s editorial section of the FNP, there is a LTE penned by Blaine entitled (hold your chuckles folks!): “Make it shine and sparkle”.
Hold on Tiger, we are going to have some fun here!
On the surface, the LTE looks like an innocuous list of suggestions from a concerned citizen. However, we are NOT new here, and even though case search may have expunged his record, we have NOT forgotten who he is! Let’s examine some of these passages, shall we?
I have only one request of my elected officials and citizens: Make it shine, make it sparkle before the next big taxpayer-funded idea like a hotel and conference center. Most days there is trash on the sidewalks, cigarette butts everywhere, and grass and weeds growing through the sidewalks.
First of all, this is only the first of a few requests he makes. So, until all weeds are picked and cigarette butts removed we can’t have anything new? This is really rich coming from someone who signed off on new development after new development when he was on the BOCC. Did he make sure the county sparkled and shined before starting a new project? NO HE DID NOT!
Also, residents and visitors like to feel safe and not always harassed for spare change. More police presence on foot and bikes would be welcomed by all. Pay them what is needed if that is what it takes. The next decade will be very interesting in the city, as some feel it is not headed with the same dedication, commitment and enthusiasm as in the past.

Good Zeus on Mt. Olympus, does Mr. $100 tax-refund, let’s privatize the whole countyexpect us to now believe that he advocates raising taxes to pay for more cops? And who, pray tell, does he believe will have this “dedication, commitment, and enthusiasm” of the past?
Finally:
Filled storefronts, a clean and safe city not just on three or four square blocks, would be appreciated by many. I’ll do my part and pick up trash when I can, but it has to be a team effort. One step doesn’t seem like a lot, but the little things add up to big things. It will be contagious in all parts of the city, not just downtown.
First of all, prizes to anyone who sends us a pic of Blaine picking up trash or picking sidewalk crack weeds. And secondly, give us a freaking break Blaine. Encouraging people to pick up trash, weed in between the cracks, and advocating for more police is not going to make us forget that you approved so many developments that this county will be playing catch up for decades. It won’t erase the fact that you and your cronies enacted a very xenophobic and racist English-Only Ordinance,or that you cussed out a teenage referee.And finally, it certainly won’t make us forget your solicitation of prostitution arrest.
Seriously! We don’t want you back in public office!
Stop making this so easy for us! Man, he must really think we are all really stupid or have amnesia to write something like this. Stay vigilant folks and #neverforgetwhatBlainedidtothiscounty!
You’ll have to forgive us for our hiatus, but believe us when we say that we haven’t checked out completely. It’s just that our new county council has been cooperating and treating each other like adults! WHAT A REFRESHING CHANGE! ICYMI, The Frederick News Post ran an article about this very subject. Read it here when you get a chance, and look below for a little taste to see why your Lady Yokels were laughing on the floor:

“It actually has been a surprise,” Keegan-Ayer said. “I look at what’s going on elsewhere at the state and the national level … and I’m like OK, Frederick County is like this little hub of bliss. I don’t know how long it’s going to last, but for as long as it’s here, I’m going to enjoy it, because it’s a big change from what we had before.”
Now that is the understatement of the year! We don’t know if we will ever get over those four years!

You may recall that on April 1 the county council approved 22 amendments to the Monocacy Scenic River Plan. You may also recall from our very own fine reporting that back in February Carroll Countians, dressed all in red (either to represent communism or blood), infiltrated our fine county hearing with their nonsensical proclamations of socialism and land grabbing. This Tuesday’s agenda looks like this:

Hello all,
Please attend the April 9th River Plan Public hearing! As some of you may know already, the Frederick County Council adopted 22 Amendments to the draft 2017 River Plan Update that Frederick County is using as their basis for a Monocacy River Plan Update. (See attached “Adopted Amendments” which were posted online this week). For more on the Amendments, see below. The Council would like to hear citizen comments on the Amendments and River Plan issue before they vote soon on the River Plan this month.
It’s critical to show up; speak up if desired; and wear RED in support of property rights. Things are close to the finish line.
I. What Are Next Steps? When Will This River Plan Issue Conclude?
After the Frederick County Council Public Hearing next week on April 9th, the Council will vote on Frederick County’s version of a Monocacy River Plan update at the April 16th Council meeting.
Frederick County will then get with longstanding Monocacy River Plan partner, Carroll County, to compare each county’s version of an update to the existing joint Frederick / Carroll County 1990 Monocacy River Management Plan. The goal would be for both counties to come together to agree on a single, unified, joint-county Monocacy River Plan Update as this is most beneficial to the counties, citizens, and to the river itself.
This is likely achievable if Frederick County keeps up the positive momentum and spirit of cooperation to amend their version of the River Plan Update (in which they’re using the flawed draft 2017 River Plan as a basis, that was previously rejected by both counties) – to reasonably align as closely as possible with the successfully revised 2018 River Plan Update.
I say “successfully revised” 2018 Plan because the 2018 River Plan Update (prepared by the joint county Monocacy River Board) thoughtfully fixed the flawed and rejected draft 2017 Plan to include most every single suggested revision provided by Frederick County, Carroll County, and the Frederick County Planning Commission. The 2018 Plan also addressed concerns of the overall public. Thus, a truly collaborative and successful joint county River Plan Update was produced and submitted to both counties for their review and adoption.
The 2018 Plan is widely supported by citizens, The Farm Bureau, and Carroll County – whereas, the draft 2017 River Plan Update was widely rejected as it remained problematic and did not sufficiently protect property rights.
Carroll County has already approved the revised 2018 Plan as a desired River Plan Update as they felt it was environmentally strong and addressed remaining concerns about the 2017 Plan.
However, the new Frederick County Council (since the November elections) surprisingly, rejected the successfully revised 2018 Plan without credible reasons – as their concerns could have been reconciled in the 2018 Plan. The Council then did an epic flip flop to go backwards to use the flawed draft 2017 River Plan Update as a basis for their idea of a good River Plan Update. This is the SAME flawed draft 2017 River Plan that Frederick County and all the above parties had previously rejected as unacceptable.
This has caused worry because some think the reason to go back to the flawed 2017 Plan could be that it provides “wiggle room” for Frederick County to use that plan to later impose unnecessary restrictions to private property.. Whereas, the 2018 Plan had been revised (based on input from the counties and overall public) to remove “wiggle room” and sufficiently protect property rights.
This worry is not paranoia. Folks have genuine concerns because it’s been Frederick County from the start (not Carroll County or the River Board), who provided all the egregious language used in the prior draft joint county River Plan Update(s) that caused public alarm. If you recall, when the initial 2016 draft River Plan Update was released for public review…citizens called it a “Government land grab.” And attorneys who reviewed the plan’s recommendations called it an “unconstitutional” and unnecessary “regulatory-taking” of private land along The Monocacy.
II. Heading In The Right Direction But Not At Finish Line Yet:
However, Frederick County’s 22 Amendments to the draft 2017 Plan are almost all positive property rights oriented revisions that are headed in the right direction. With more positive efforts like this (as some of the 22 Amendments need tweaking and some more amendments are needed), it’s possible that Frederick County can work with Carroll County to get their plans aligned close enough to the highly supported 2018 Plan – for both counties to achieve a joint county River Plan Update that receives broad public support.
What happens if the counties don’t agree on an update to the existing joint-county 1990 Monocacy River Plan?
In this case, it appears each county can do whatever kind of county plan they desire regarding a river plan. And then I guess the 1990 Monocacy River Plan doesn’t get updated and stays intact. This is because a joint county Monocacy River Management Plan is required under the MD Scenic & Wild Rivers Act, which the 1990 Plan fulfills. It would be a shame if both counties can not achieve a single, unified joint county River Plan Update after all the hard work by the River Board, the counties, and citizens for over 2 years now.
Having multiple Monocacy River Management plans can be chaotic, impractical, and is a poor idea.
III. Frederick County’s Proposed 22 Amendments:
The good news overall is it seems the counties and citizens have far more agreements on updating the longstanding, joint Frederick / Carroll County 1990 Monocacy River Plan then there are differences.
In general, the 22 Amendments Frederick County is proposing to amend the draft 2017 River Plan Update are positive and focus on property rights language. Most of the amendments were taken in concept, directly from the 2018 River Plan Update. However, many have said some of the 22 Amendments need to be tweaked in the Frederick County plan as the property rights wording is watered down to be unacceptable in some cases.
Folks would also like some more amendments added as well. Again, the goal would be to have Frederick County’s River Plan Update (which they’re basing on the prior 2017 draft River Plan) align as closely as possible to the currently revised and highly supported 2018 River Plan Update.
IV. Please Provide Your Take On The 22 Amendments As We Prepare Our Citizens’ Group Presentation for the 4/9th River Plan Public Hearing:
We’ve heard from others in our citizens group on their take on the Amendments but we would like more opinions so we can prepare our presentation to speak at the 4/9th River Plan Public Hearing. Please respond back ASAP this weekend or Monday as the public hearing is on Tuesday next week. Also, if you can be a volunteer speaker as part of our presentation, please reply back. We need about 5 people or so.
To view the 22 Amendments that the Council is applying to the previous draft 2017 River Plan Update, please see attached. However, to understand what the Amendments and 2017 Plan are about – you need to compare the 2017 Plan with the 2018 Plan. And you can see both plans in one document!
This is easy to do. Just go to the Frederick County weblink below and scroll further down the page to view a copy of the 2017 draft River Plan with edits written in it in RED. The changes written in RED represents revisions to the 2017 Plan that produced the successfully revised 2018 River Plan Update. This way, you can see both the 2017 Plan which is the black text – and at the same time you can see the 2018 Plan, which is the 2017 Plan with the changes in red added. You have to click on each chapter separately to read through the full plan(s).
First of all, who writes emails this long anymore? Secondly, who reads emails this long? And my God, what a load of baloney. So, fellow Frederick Countians please show up this evening to counteract this nonsense. The sooner we can rid ourselves of these Carroll County River People, the better.

Hey, there’s a council thing. We’ve been pretty relaxed since the new Council was sworn in. There’s only so much picking on Phil Daceythat we can do. We will eventually get caught off guard and end up scrambling, what with this laissez-faire attitude. But tomorrow’s a legislative day at Winchester Hall. You might want something to do if you’re watching Channel 19, and we are here to help. With drinks!
On the agenda for public hearing we have Water and Sewer Amendments (ugh–as essential as this is, it is always painful to listen to). Pass your time by mixing a Toilet Water cocktail ahead of the Monocacy River Plan Amendment discussion at the end of the agenda, and save your liver for then.

Don’t get too relaxed. There’s going to be a Developer Rights and Responsibilities Public Hearing (DRRA) as well , and as we all know, people who live here don’t want to foot the bill for the roads and schools for new construction, and obviously developers don’t think they should have any responsibility (which is ultimately passed along to the home buyer). It’s a tale as old as time…Have a Hissy Fit.
If you’ve been following us for a while, you know that we aren’t fans of the Scientologists. There’s been so much information from former members, and family of members, that show that this organization is no bueno. Way back in 2015, they bought a piece of property near Thurmont on which they wanted to open a Narconon facility to treat drug addicts. ( You can read our stories from that time period here.) The problem? They have no idea what they are doing. In fact, these facilities are dangerous and have been shut down in other jurisdictions. The story in today’s Frederick News Post also talks about the 4 deaths in 200 bed facility since 2009.
We checked case search every now and again, and kept seeing that the Scientologists were given extension after extension and extension. This week some compromise was met that will allow them to have an 8 bed facility. Why even bother? Hopefully they won’t be able to sucker 8 people, who are desperate and therefore very vulnerable to this kind of thing, into their “facility”. Sure we have a huge opioid problem in our county, but sticking people in saunas isn’t the answer to it.
What kind of ceremony you ask? How about one in which he vetoes Congress’ bill that stated his emergency declaration was some line stepping b.s.!
Time will tell if Congress has the courage of their convictions to override this veto!
At this ceremony, Trump declared that white nationalism has not increased under his regime AND called many immigrants “stone cold criminals”! ON THE VERY SAME DAY ALMOST 50 IMMIGRANTS WERE KILLED BY A WHITE NATIONALIST!! A white nationalist that praised President Trump. Let all that sink in while you stick your mouth under the nozzle of a box of wine. And lest you think he had to do this today, he didn’t. He has 10 whole days per the U.S. Constitution.
What does this all have to do with the High Sheriff?
Is he on the White House speed dial these days? Every time the President needs some patsy to stand against Mexican and South American immigration he’s right there in all his finery! A sheriff from a small town in Maryland!
We can’t help but to be jealous of the fact that the New Zealanders have a leader who actually knows how to lead. Someone who doesn’t blame “both sides” when something terrible happens. You can read her whole statement here, but here’s some of our favorite lines:

While we do not have any reason to believe at this stage that there are any other suspects, we are not assuming that, at this stage. The joint intelligence group has been deployed and police are putting all of their resources into this situation.

Folks, this evening our fine county council hearing was infiltrated by a bunch of Carroll Countians trying to tell us what to do! Carroll County!

“I see a lot of people in red.” (Turns to audience in a ridiculous attempt at theatrics to have the red shirts stand. Then comments.) “The minority is laughing.” No lady, we are all laughing!!!! And just in case you didn’t know, Carroll County: just because you brought more people to the meeting doesn’t mean you are the majority. Our Frederick County Council does not bow down to the likes of you people!
“It will be sad to see a political agenda destroy our plan!”
“Before the election, nobody wanted to support that thing!”
Another Carroll County guy uses his time in the White House situation room as to why we should pass this plan.
“Frederick County is hostile towards the river!”
“Some of you know it’s the right thing to do but won’t vote for it because of your political handlers!”

Is your head about to explode yet? Why do these things always descend into a Parks and Rec public comment parody? And why are people who have things like this happen in their county:
How dare they slither across our border and illeaglely insert themselves into our local democratic process?
“I’ve heard people say things like: My property rights are more important than the river.”
“The Monocacy contains dangerously high levels of nitrates and phosphorous!” Not to mention the fecal matter!
“We need a Frederick County science based plan!”
“The plan is a travesty! I was horrified at the bullying and sarcasm displayed by the Carroll County members of the river board to anyone who didn’t share their beliefs!”
“This really short changes Frederick County. Carroll County does not use the Monocacy as a drinking source like we do.” Also gives examples of the rude behavior of the Carroll County members of the board.
“The reason we have a Monocacy River Board is to protect the Monocacy River.”
“Property ownership doesn’t mean you can do whatever you want with your property.”
“The health of the Monocacy River should be a property right.”
Why does it seem like all the scientists testifying are against this plan? Hmmm.
This Carroll County farce of a plan cannot be passed! Maybe we should have a hearing to build a wall to keep these people out of our public hearings! Unless, of course, they are willing to take the #monocacydrinkingchallenge!
Sigh.. How many times are we going to have to go through this?
Man, are we tired of beating this dead horse. For some reason there are a lot of folks out there, mainly spurred on by the Carroll County faction of the River Board, who are claiming that this plan is a government land grab. There’s even this email going around, encouraging people to show up at Tuesday’s night’s hearing in red t-shirts protesting this non-existent threat! (Why red, folks?!)

Don’t quit when we’re almost at the finish line after nearly 2 1/2 years of speaking up to defend property rights. Your voice matters most now!
This issue is about preventing government over-reach and protecting private property rights.

It’s easy…send the email now. Just do it. Cut and paste from attached info and sample letters or do your own thing. But do something to act and urge the County Council to adopt the successfully revised 10/3/18 River Plan that protects both The Monocacy and citizens’ property rights. Send in emails before the 2/26th hearing and attend the hearing too.
It’s really important as the County Council counts emails to gage support. Don’t let all the hard work we’ve done for 2 1/2 years go to waste. Don’t go silent when we’re close to rounding home…even if you’re burned out on the River Plan…do not give up now when your action (and voice) is needed most. Those who are hoping to foil this successful revised River Plan that protects property rights – are hoping we’ll just tire and give up. It’s a known strategy to drag things out so long, that citizens give up. Don’t let this happen.

The River Board’s 2017 Recommended Monocacy Scenic River Management Plan (“Recommended Plan”) is an update of the 1990 Plan. It describes the River’s ecology, environmental resources, natural & cultural history, and also contains recommendations for enhancement and protection of its corridor.
The Recommended Plan is not a legally binding document. It is similar to other County Plans such as the Historic Preservation Plan, and the Land Preservation, Parks and Recreation Plan that only provide recommended actions and policy guidance to the River Board and the County’s governing body.
